Howard W. Niemeier is the current Bracken County Sheriff serving his third term from 2019 to 2022.                                                    He has been a professional law enforcement officer for 36 years, serving as a police officer in the                                                              cities of Augusta and Newport, and in the Bracken County Sheriff Office. 

                                                  In addition to his work as a police officer, Howard is a certified Assessor and Team Leader for CALEA                                                        (Commission on Accreditation for Law Enforcement Agencies) assessing law enforcement agencies to                                                      meet the Accreditation Standards. Howard has also received the 2014 Kentucky Sheriff’s Association,                                                        Sheriff of the Year Award.  Howard’s experience in these endeavors made him able to take over as                                                            Sheriff and hit the ground running.

Previous Law Enforcement Experience

From 1981 to 1984, Niemeier served as a part-time police officer with the Augusta Police Department. From 1984-2010, Niemeier served with the Newport Police Department in several capacities to include patrol officer, undercover officer, detective, Sergeant, Lieutenant, and Captain.  Niemeier served in all divisions of the agency: Patrol Operations, Criminal Investigations and Administration Divisions.  During his time with Newport Niemeier was instrumental in obtaining and maintaining State and CALEA (Commission on Accreditation for Law Enforcement Agencies) Accreditation programs for the agency.  Niemeier worked as a supervisor overseeing several agency personnel in all divisions of the agency.  Niemeier was the Crime Prevention Officer overseeing neighborhood watch programs, Community events, Citizens Police Academy Classes, and worked with the local schools, churches and Business Association. 

Niemeier is a past president of the Kentucky Crime Prevention Coalition, whose mission is to reduce and prevent crime through innovative training and inclusive participation and enhance the quality of life in Kentucky.

During his time in the Newport Police Department, Niemeier received the following awards and recognitions:
